Regulatory Reform Impacts on Small Business: Experiences of Swisscontact Indonesia

 

How can donors facilitate regulatory review on sub-national level? How does it come that IFC ranks the city of Yogyakarta under the top-ten worldwide in terms of building licenses? Howis it possible to improve location and operation of a flea market, resulting in tenfold increase in revenue for 700 traders?
This case study takes a look at Swisscontact’s experience in regulatory review on local level, based on its work in the city of Yogyakarta. Over the last ten years, Swisscontact has assisted the local business community and the local Government in developing instruments for improving public-private dialogue and facilitating systemic change through a systematic regulatory review process (RIA). Flores Blooming : A Case Study on Promoting the Cashew Nut Value Chain in Indonesia

The Local Economic Development in Nusa Tenggara Timur (LED NTT) project, initiated in 2004, aims to achieve accelerated local economic development through an integrated approach of sub sector development, creating an enabling business environment as well as improving access to business information and credit for SMEs. Swisscontact identified the cashew sector, and more specifically the organic cashew value chain, as the most promising to achieve positive changes for producers and SMEs in increasing their income. This case study deals with Swisscontact’s experience in facilitating the development of cashew nut value chain in Flores Island, East Nusa Tenggara Province, Indonesia during the first pilot phase from 2004-2008. Through a series of interventions relating to improve productivity and quality, the project was able to establish 6 certified farmers groups; enhance 40% in productivity and followed by a 33% increase of farmer’s income. The project is co-financed by Swisscontact and Cordaid (the Netherlands).

 

Aceh Small Farmers Entering the Specialty Coffee Market

The UNDP funded “Strengthening the Coffee Industry in Aceh” project was implemented by Swisscontact from November 2007 until April 2008. This paper outlines some key activities of the project and provides glimpses of how it has built these on the aspirations of the local market players and brought about changes. The project beneficiaries were KSU-Gayo Mountain Cooperative and 2,812 farmer members of 41 farmer groups in 38 villages within Aceh Tengah and Bener Meriah districts.  It is not meant to be a complete report on project activities as these have been provided separately. Nor will it focus on final impacts of the project, as it is too early in the process. The idea is that the experiences of the different partners in this project will bring news insights for policy makers and project implementers.

 

‘The Chili Show’: SME stories spicing up Indonesian TV

Swisscontact in Indonesia started the ACCESS project in 2004 financed through its development programme – supported by the Swiss Agency for Development and Cooperation (SDC). It conceptualizes and implements experimental and new approaches in enterprise development. This case study focuses on the fourth component of the ACCESS project, which is Access to Information. It describes the experiences of Swisscontact in working with Indonesia’s leading national private TV station, SCTV in increasing SME related media content. This collaborative project successfully developed an inspiring SME TV Show, called ‘Cabe Rawit’. Up to the second semester of 2008, 75 episodes of a TV programme covering SME issues without Swisscontact funding had been aired by SCTV. In addition, 5 more TV companies started similar programme which now reach 258.000 potential viewers per week.

 

SDC Case Study Series on Swisscontact’s approach to improving the Business Environment

This paper, commissioned by SDC through its Making Markets Work for the Poor Case Study Series, compares Swisscontact’s approach to improving the business environment in Indonesia and Russia. “Learning from experience, Swisscontact has sought a departure from conventional approaches to business environment reform; in doing so, it has intervened in a “systemic” way, consistent with the making markets work for the poor (M4P) approach. The experience can be seen as distinctive in terms of Swisscontact’s rationale for intervention, its approach to understanding and intervention and the sustainability of its impacts.

 

Final Report on the Sumatra Voucher Program

This report describes the Swisscontact’s experience with using vouchers in North and West Sumatra under SPESI (Swiss Program for SME Support in Indonesia) funded by the State Secretariat for Economic Affairs (SECO) from 2002 -2004. An impact study was then conducted in 2005/2006 which showed that the project contributed to the creation of 4,700 jobs. The paper also outlines the various impacts of the program on demand side and the supply side of service provision as well as the financial aspects of the voucher programme.
